Vice President Joe Biden to promote “Buffett Rule’’ in New Hampshire Thursday

WASHINGTON — Vice President Joe Biden will make a campaign stop in Exeter, N.H, Thursday to promote the president’s proposal that the wealthiest Americans pay at least 30 percent of their income in taxes.

Biden will deliver his remarks at the Exeter Town Hall just days ahead of a Senate vote on what’s called the Buffett Rule, named after billionaire investor Warren Buffett who has said he should not be paying a lower tax rate than his secretary.

The legislation would seek to ensure that middle class families do not get hit with a higher tax burden than those making more than $1 million a year.

In his speech, Biden will discuss Obama’s commitment to creating an economy where “everyone gets a fair shot, everyone does their fair share, and everyone plays by the same rules,’’ according to Obama’s reelection campaign.

Biden is expected to draw a sharp contrast between Obama and the candidates fighting for the Republican nomination, who, according to the reelection campaign, “believe we should keep giving tax breaks to the wealthiest 2 percent of Americans instead of taking steps to reduce our deficit and investing in things that will grow our economy and keep us secure: education, research and technology, a strong military and retirement programs like Medicare and Social Security.’’

Obama, who last week criticized as unfair the GOP’s budget blueprint and Republican front-runner Mitt Romney for backing it, will also promote the Buffett Rule legislation in Florida on Tuesday. The Senate is scheduled to hold an initial vote on the legislation next Monday. It is not expected to attract enough votes to prevent a Republican filibuster.

The Romney campaign struck back today ahead of a series of conference calls the Obama campaign and administration have scheduled to promote his plan.

“President Obama is the first president in history to openly campaign for reelection on a platform of higher taxes,’’ Gail Gitcho, a spokeswoman for the Romney campaign, said in a press release.

Biden’s visit to New Hampshire is the fourth in a series of speeches he is making in key swing states ahead of November’s general election. It will be his ninth trip to the Granite State as vice president. He campaigned for Obama in Manchester in February, and in January, he visited Rochester to promote job-training partnerships between colleges and businesses.
