An 18-year-old from Revere was arraigned Tuesday after allegedly hitting and seriously injuring a State Police lieutenant with a stolen motorcycle.
Akram El Moukhtari faced a judge in Chelsea District Court, where he was ordered to be held on $50,000 bail. He pleaded not guilty to charges of assault and battery with a dangerous weapon, receiving a stolen vehicle, and leaving the scene of a crash with injuries, according to court documents.
If El Moukhtari does post bail, he will have to wear a GPS monitoring bracelet. He is set to return to court on July 18.
Officials identified the injured trooper at Lt. Donald Bossi, who was propelled approximately 45 feet and seriously injured. The incident occurred on Revere Beach Boulevard, outside the State Police barracks there.
Gov. Maura Healey said in a statement that Bossi was “critically injured” in a “hit-and-run incident.” Bossi is expected to survive.
“My thoughts are with the injured trooper, his family, and the entire Department during this difficult time. I wish him strength and healing in the days ahead,” she said.
El Moukhtari and another person were allegedly speeding and popping wheelies on two motorcycles before the crash. Bossi stepped into the street after receiving a radio call about the two drivers and was subsequently hit by El Moukhtari, prosecutors said in court, according to WCVB.
El Moukhtari also allegedly ran a red light. He fled the scene after the crash and attempted to discard the motorcycle he was driving, prosecutors say. He admitted to seeing the trooper before the crash. The incident was captured on video, according to court documents.
El Moukhtari’s father told WCVB that his son has ADHD, and is “sick, mentally.” The teen cannot “control” himself, and was “scared,” his father told reporters.
A second suspect was also taken into custody, but no information has been released about that person or any potential charges against them.
Earlier this month, another State Police trooper was seriously injured in a hit-and-run on the Mass. Pike in Chicopee.
“On any given day, at any given moment, police officers can experience life-altering events, as we saw Monday afternoon in Revere,” Suffolk District Attorney Kevin Hayden said in a statement. “The facts here point to exceptionally reckless conduct and we will pursue those facts thoroughly. I thank Lieutenant Bossi for his service and his bravery and I wish him the speediest of recoveries.”
