The flags have since been replaced.Resident Phil Robey told the Needham Times that he and his daughter have been placing the flags along the wall to Memorial Park at Highland Avenue since the 10th anniversary of the Sept. 11, 2001 terrorist attacks. The two worked with the Needham Exchange Club to set them out for Independence Day. The club placed 500 flags in the park starting on July 1 to honor first responders, according to a Facebook post.
