Foster mother of deceased 2-year-old had a special waiver to care for more kids

Investigators who returned to the home where a 2-year-old recently died while in foster care found that the foster mother had been granted a state waiver to care for more than the customary number of young foster children, according to The Boston Globe.

The “over-capacity waiver’’ allowed the foster mother to care for three children under the age of 3: Avalena, the 2-year-old who passed away, a 22-month-old who is currently hospitalized, and a 6-month old, the Globe reports.

The second toddler, the 22-month-old girl, is in “dire’’ condition, said Worcester District Attorney Joseph D. Early Jr.

Officials have not yet determined the 2-year-old’s cause of death, but neighbors reported to the Globe that both toddlers suffered from an unusual rash in the days before she died.

Neighbors say the foster mother was concerned about the rash and the children had been taken to a doctor.
