A peer-review of the Massachusetts Bay Transit Authority’s service has revealed common steps taken by other transit systems with winter climates have not been taken here in Boston, according to a report by The Boston Globe.

The T’s interim chief, Frank dePaola, told Massachusetts legislators at a committee hearing Monday that the review, organized by American Public Transportation Association, has so far found the T failed to use anti-icing fluid on its third rails and also did not use special maintenance trains to remove snow from the tracks.

Legislators asked why the T was not utilizing practices common in cities like New York, Chicago, Toronto, and Philadelphia, where winter weather is expected each year, according to the Globe.

“Some of these, especially the recommendations they made, sounded to me — and I’m no expert — but the anti-icing thing and that you shouldn’t be using the Red and Orange line cars to clear snow, sounded, to me, kind of basic,’’ said Representative Evandro Carvalho (D-Dorchester).
