City implements data-driven ‘Stat’ program to improve government efficiency
Through two separate grants, the city is working with the University of Massachusetts and Harvard University’s Kennedy School of Government to implement a Revere “Stat’’ program. Modeled after the CitiStat program developed by Baltimore in 2000, Stat programs are data-driven systems used to monitor and improve the performance of city agencies. In Massachusetts, Amesbury, Lowell, and Somerville employ Stat systems and Woburn has a pilot program. With the help of UMass and the Kennedy School, the city has been using RevereStat in a preliminary way, with plans to fully launch it in April 2013. “My hope is that we can use RevereStat and performance management in order to rethink the way we create the city budget. I want departments to cost-justify line items and really have substantial information to back up everything,’’ Mayor Daniel Rizzo said.
