The state’s police oversight commission has suspended a Plymouth police officer’s certification after she and her husband were arrested on child rape charges last week.
Samantha Pelrine, 31, pleaded not guilty last week as prosecutors alleged she and Daniel Forand, 37, groomed and sexually abused a boy in their custody. The Plymouth Police Department previously placed her on paid administrative leave March 17 amid a criminal investigation into her off-duty conduct.
Published Monday, the suspension order from the Peace Officer Standards and Training Commission directs Pelrine to surrender any equipment in her possession, including her uniform, badge, firearm, and cruiser.
While POST redacted its justification for the suspension, state law stipulates that the commission must immediately suspend any officer who is arrested or charged with a felony, as Pelrine was. The suspension effectively renders Pelrine unable to work as a police officer for the time being.
Now an adult, the alleged victim told Massachusetts State Police he had been sexually assaulted “first by Forand and then by Forand and Pelrine together” several times between 2018 and 2025, according to the Plymouth County District Attorney’s Office.
In an abuse prevention order filed in court, the man alleged Pelrine and Forand sexually assaulted him while serving as his legal guardians and Forand also physically assaulted him.
The couple posted bail last week — $10,000 for Pelrine and $25,000 for Forand — and were ordered to surrender any firearms and have no contact with the alleged victim or any children under the age of 18, the DA’s office said. They are due back in court June 8.
